For residents in Town Of Islip who need to schedule their electric inspected before LIPA turns on the power, call 631-224-5380.
Town of Islip - Hurricane Sandy FAQ - Temporary UL Certificate / LIPA Reconnect
To have power reconnected, a determination must be made as to whether a property has been given a green, yellow, or red determination from the building inspection team. This information is available from our Constituent Services Hotline at 631-224-5380.
If they have a GREEN Placard issued from our Building Inspectors, you should be good to go with LIPA. LIPA, not the Town, will then make a determination as to when the power will come on.
If you have a GREEN Placard, and you had water in your crawl space or basement which may have touched electrical or mechanical equipment, have your electrician check for breakers which may need to be shut off.
If you have a YELLOW Placard issued by our Building Inspectors, you should:
Have an electrician inspect your electrical system to see if salt water has gotten into the outlets, or affected any mechanical or electrical equipment. A list of electrical inspectors is attached to this sheet. Have an electrician contact an Electrical Inspector and ask for a TEMPORARY CERTIFICATE or a LIPA RECONNECT. The Electrical Inspector should FAX THIS TO LIPA.
The property owner also has the OPTION of waiting for an electrical inspection from the County if they do not want to get a private inspection. However, the timing and availability of this free service is unknown at this time. Have a copy of the TEMPORARY CERTIFICATE sent by fax to Islip Building Inspectors at 631-224-5697 so we can update our info to LIPA. LIPA should have an “OK” based on this TEMPORARY CERTIFICATE to reconnect their power.
If they have a RED Placard issued by our Building Inspectors, they have work which requires permits before they can begin reconstruction, and should be in touch with their insurance agent along the Town of Islip Building Division to determine the permitting requirements.

Many Nassau residents have questions concerning power restoration in areas that have experienced flooding during Hurricane Sandy. The following is a list of the most frequently asked questions:
What’s Happening/Who’s Affected?
As a safety measure to protect homes from dangers associated with electrical wiring which has become wet, LIPA has designated geographic areas where flooding was widespread during Hurricane Sandy. Homes and other structures within those areas are required to have electrical systems assessed before LIPA can safely restore power.
The properties affected by the inspection requirement are all structures south of Merrick Road and properties located within the flood zone on the north shore.
How Will My Electrical System Be Checked, Who Will Do the Work?
LIPA is solely and wholly responsible for re-energizing these homes, and has retained the services of Empire Electrical Inspectors of New York, a private contractor, to assist in restoring power to homes throughout the County. The contractor will survey the electrical systems of all structures in areas where flooding was widespread.
Is the Town of Oyster Bay Involved in the Survey Process?
No. This is LIPA’s system and only LIPA has the expertise to conduct these surveys and ultimately provide restoration in a manner that will not endanger the safety of residents.
What If My Electrical System Is Okay?
If a building’s electrical system has not become wet, the private contractor will notify LIPA that electrical power can safely be restored.
What If My Electrical System Is Not Okay?
If an electrical system is determined to have become wet and the system cannot be re-energized safely, the homeowner will need to hire a licensed electrician to make necessary repairs. The electrician will then arrange for a private certified electrical inspector to perform an inspection and issue a certificate of inspection. The inspection agency would then supply a copy of the certificate to LIPA to have power restored.
Inspections Are Free
There is no cost to homeowners. Homeowners must only sign a company liability waiver to take advantage of the no-cost inspections.
When Will Inspections Occur?
LIPA has said that hundreds of people working under Empire Electrical Inspectors of New York are going door-to-door now in communities in the areas described above and in other towns. Updated information on the time frame for the contractor to complete work will be forthcoming.

All repairs must be made by a licensed electrician. What If I Want to Hire My Own Electrical Inspection Company?
While Empire Electrical Inspectors has been retained by LIPA to perform assessments at no fee to the property owner, there are other electrical inspection agencies that may provide inspections on a fee basis. Property owners may wish to check with their insurance companies regarding potential reimbursement prior to contracting with an alternate electrical inspection agency. If you hire an electrical inspection agency on your own, the inspection agency will provide LIPA with certification that your property is able to be re-energized.
What If I Am Not at Home When the Empire Electrical Inspector Visits?

The Town of Babylon is urging residents south of Montauk Highway to call
631-957-7466 to schedule an electrical inspection as soon as possible. Neighborhoods will not be able to be repowered until electrical systems have been checked. Please see the following information for full details.

The Town of Babylon currently has teams going door to door in flood zones to inspect homes. If you are in a flood zone, your home will be inspected by an electrical inspector at no cost to you. An inspection is necessary because homes in the flood zone may have been exposed to flooding during the recent storm. In order to protect public safety and properties in the flood zone, LIPA cannot re-energize your home until an electrical inspection agency has issued an Authorization to Energize inspection certificate.
Your home will fall into one of three categories:
Green: No flood damage
Red: Catastrophic damage, unsalvageable or uninhabitable
Yellow: Some flooding but structurally sound
Green identified homes can be re-energized as soon as LIPA is capable of doing so.
Red identified homes cannot be re-energized until the homeowner has electrical repairs completed and inspected.
Yellow identified homes must be inspected by an electrical inspection agency.
Electrical inspectors will classify yellow identified homes as follows:
* Electrical service is acceptable, branch wiring unaffected – Home is safe for energizing
* Electrical service acceptable, branch wiring affected – Home will be energized by LIPA, circuit breakers will be turned to off position, homeowner needs to hire licensed electrician immediately to assess and repair branch wiring.
* Electrical service unacceptable – LIPA will lock out meter service tap, homeowner is required to hire a licensed electrician to repair service and any affected branch wiring.
You are strongly advised to abide by the recommendations listed above. Failure to abide by these recommendations could result in death or serious injury to anyone who occupies your home.
Please take the following precautions so that power can be restored safely to your home:
• Shut off your main breaker
• If any portion of your electrical system has been in contact with floodwaters, or if you’re unsure if your electrical system has been in contact with
floodwaters, you need to hire a licensed electrical contractor to assess and repair damaged portions of your electrical system before turning your
main breaker back on.
• If you do not know where your main breaker is, call 311 for assistance.

Neighbors want to know whether LIPA, the county, towns or villages are responsible for executing a power restoration plan to homes and other buildings in those “flood zones.”
